APPLICATION OF STANDARD INDICATORS FOR THE QUANTIFICATION OF SDGS IN THE ENVIRONMENTAL ASSESSMENT OF CIVIL ENGINEERING PROJECTS

Abstract:
The Sustainable Development Goals (SDGs) are an initiative promoted by the United Nations and assumed by most of the countries of the world. They are made up of 17 objectives with 169 targets and 232 indicators.
In Europe, the implementation of the SDGs is being developed through the quantification of processes. The ambitious programs presented by the governments of Spain and France in the Strategic Environmental Study of the National Plan carried out by both nations and the Integrated Energy and Climate Plan 2021-2030 (PNIEC) stand out.
In this framework, civil engineering is a fundamental tool to advance towards the achievement of the SDGs, since it is the one that provides the basic infrastructures that determine the quality of life of populations.
The universities in charge of training civil engineers play a fundamental role, as they must train graduates who are capable of integrating the SDGs in the projects they carry out in their professional lives. To do this, trying is to integrate the SDGs in the subjects that complete the teaching plans of the degrees.
In this context, the ETS IC (Escuela Técnica Superior de Ingeniería Civil) of the UPM (Universidad Politécnica de Madrid) and based on the indications of the National Plan of Spain prepared by the Ministry for the Ecological Transition and the Demographic Challenge, has developed a measurement procedure of the different indicators for certain SDGs within the end-of-degree projects developed at the School. As a pilot experience, we are currently working with objectives number 9 and number 11.
The proposed methodology consists on the developed of indicators of the each SDG consider and its application to the work that it is being developed. For example, we consider objective 9, target 9.4 is developed with the objective of modernizing the infrastructure and an indicator is evaluated, 9.41. Calculation of CO2 emissions per unit of value added (identifier C090401) to provide an infrastructure project data set that describes the project in terms of sustainability.
As the evaluation of these performances is a very subjective procedure, the procedures for measuring Energy Efficiency, GHG calculation, water footprint, polluting emissions, introduction to the calculation of the exergies of the different processes and for the evaluation and decision making are used. Standardized methodologies based on AHP (analytical hierarchy process). It consists of a structured technique to organize and analyze complex decisions, based on human perception and the TOPSIS method (Technique for the order of preference due to similarity to the ideal solution) of multi-criteria decision analysis method for information processing.
The training activities begin with the analysis of the indicators of SDG 9 Industry, innovation and infrastructure and SDG 11 Sustainable cities and communities within the framework of integration with the National Integrated Energy and Climate Plans (INECP), so that in the project objectives, the relationship with these objectives is explicitly specified.
The use of this method leads to the following conclusions:
• Objective procedures for measuring the performance of the SDGs are introduced in the students' TFGs.
• Technical measurement criteria are included according to the standardized indicators of the SDGs.Keywords:
