TRAINING THE LECTURING STAFF AT LOCAL MULTIDISCIPLINARY UNIVERSITIES TO MEET THE REQUIREMENT FOR INNOVATING THE VIETNAMESE HIGHER EDUCATION SYSTEM

Abstract:
The training of university lecturers is the most vital task, determining the quality of training, the accomplishment level of a higher education institution's mission that shows autonomy and meeting social needs, creating its brand and reputation. It is considered as an urgent task, not only a challenge for both monodiscliplinary and multidisciplinary universities in Vietnam but also for those in developed countries, not only for their national universities, regional universities but also for their local universities. Over the past 30 years, many local multidisciplinary universities in Vietnam have been established on the basis of "upgrading" from colleges to universities, even from monodisciplinary colleges to multdisciplinary universities, which poses even greater challenges in training and developing their lecturing staff to meet the trend of reinnovating the Vietnamese higher education system towards autonomy and meeting social needs. In this article, the researchers will apply the theory of strategic human resource development based on competencies to build a theoretical framework for training and developing the lecturing staff of a local multidisciplinary university. Then, they will conduct a survey on the situation of training and development of lecturing staff in the typically university and evaluate the effectiveness of its realities of training lecturing staff. Finally, the study will propose measures to train its lecturersing staff. Research results show that training and development of the lecturing staff (in terms of quantity, structure and quality-capacity of lecturers); the selection, management, utilisation and evaluation of lecturer capacity; training and fostering lecturers; rewarding policy system; teaching environment are measures of high urgency, strong impact and high feasibility.
