Abstract:
In the system of universities in Vietnam, in addition to universities under the management of the Ministry of Education and Training of Vietnam and other ministries/sectors, many of them are under the management of the local governments (provinces or centrally-owned cities) called local universities. Local universities have contributed significantly to the local socio-economic development in recent years. However these local universities have faced difficulties and challenges. In order to assure the training quality of the entire undergraduate education system, the openness and transparency of a university's operations have been studied. In this report, we describe the current situation on this topic at a university in the Southeast region of Vietnam. Based on theoretical research and what is happening at a typical university, we suggest nine groups of necessary issues that should be considered for direction, leadership, and implementation. In the University, each unit, organization, and individual has its own responsibilities, tasks, and powers, which means they are responsible for implementing the above nine groups of issues.
