Abstract:
As research literatures (Issing 2009, Seel 2009, Boos 2009, Henning 2008, Li, ICWL 2008, OECD 2006) point out the inflationary use of catchy vocabulary in e-learning has often undermined a rational, differentiated analysis of the potential and limits of web-based learning in further (lifelong) education. The purpose of this paper is to contribute to a realistic evaluation of the use of online teaching based on ten years of experience in a very successful master program for working public officials. We examined the outreach, participation and satisfaction with the program and show how the design and implementation has changed over time to meet the demand of a cost-effective learning program to enhance individual careers of working managers. Key findings in this research are that systematic built in evaluations are important for an effective learning and participation of students is crucial in achieving the needed level of knowledge and skills in web-based learning.Keywords:
