Abstract:
This paper is devoted to the design, development, and implementation of competencies for doctoral training graduate program in engineering at Qatar University. This is the first doctoral degree program in the state of Qatar and was launched in 2010. To sustain global competitiveness, the State of Qatar devoted 2.8% of the country's revenue into research and development to achieve the country vision 2030 and build knowledge based society. The program is aligned to the country vision and is designed to create a greater synergy between different disciplines and significantly put Qatar at the forefront of cutting edge technologies and alleviate the international reputation of Qatar University.

The program is designed to implement the learning paradigm in innovation, entrepreneurship, sustainability, general skills and critical thinking. Active teaching and learning strategies is implemented in almost all courses. A quality assurance guide for assessment and continuous improvement is developed.
