Abstract:
During the latest changes in the educational process, faced by the European member states, the Bologna system, an adaptation to the current condition is required. This actual context, the reformation of the educational process, needs to be evaluated and taken into consideration since it affects most of the European member states and influences the future the states progression if managed properly.
The education policy remains the key component of an evolved society by pursuing its cyclical objectives, but also by its multiple links with the other policies, who provides its financial support. The paper will present a few studies which, basically, show the relationship between the Romanian government policies concerning the education, and the way it was completed to the Bologna process. We want to focus in the paper both on the new education Law 1/2011, its advantages and disadvantages, its opportunities and shortcomings, but also on the effects that this new law has had on the all the educational forms, bachelor degrees, masters, PhD. It is important to start our paper from looking on the Romanian legislative systems concerning education.
We can say that the key questions in this context are: (1) How motivated are the Romanian students to stay and study in our country?; (2) Is it appropriate the way of implementing the ECTS in our Universities, all of this having an effect on the enrollment level in the European scholarship programs?; (3) Is the Romanian educational degrees properly acknowledged in the European Union?; (4) Why large number of graduates are looking for jobs abroad?; (5) There is synchronism between the government education policy and system expectations and needs?
The goal of this paper is to determine the Romanian commitment to improve the educational system. The debut of the paper is a brief introduction on the legislation for the higher education, the role of government policies in improving the systems and continues with how the Romanian system managed to harmonize the system to the European standards. The most important part of the paper is the analysis of the evolution of current state of the higher education, but also determining the perception on the higher education from the main targeted groups.
The paper’s main objectives will include: (1) The role and necessity of the government policies regarding the higher education system; (2) Identifying the trends in choosing the educational providers in order for the beneficiaries to get the highest recognition; (3) Reviewing and analyzing the current evaluation criteria in the higher education system; (4) The way that the Romanian higher educational system has complied with the Bologna process and how the ECTS has affected the Romanian educational space; (5) The actual state of Romanian as a provider of qualified human capital on the European labor market.
The research methodology will include field bibliographical research, statistical evaluations and analyses, sociological research based on questionnaires and data processing, and the qualitative interpretation and analysis. Also, focus group studies will be used as a form of research in order to detect the views on the educational systems, opportunities, shortcomings, qualities, from the enrolled student, both Romanian and foreign students beneficiaries of exchange student scholarships.
