EXTERNAL FINANCING FOR RESEARCH IN PUBLIC HIGHER EDUCATION INSTITUTIONS IN MEXICO CITY

Abstract:
The research purpose was to make a diagnosis, during the period 2012 to 2019, of the public policies and financing that national researchers working in Mexico City receive, with the aim of identifying support as an external stimulus and orientation of its productivity in the different areas of knowledge. The sample consisted of the five main public higher education institutions, located in Mexico City, these are: Instituto Politécnico Nacional (IPN), Universidad Nacional Autónoma de México (UNAM), Universidad Autonóma Metropolitana (UAM), Universidad Pedagógica Nacional (UPN), and the Tecnológico Nacional de México (TecNM). The results of two of the five institutions are shown in this paper.
The study questions that guided the development of the research were:
- Is there a relationship between the financing policies and the support that higher education institutions receive for research development?
- Is the increase in researchers of each institution similar?
- What institutional factors determine the gender of researchers?
The method used was the comparative by groups, since the characteristics inherent to the origin of each institution, its legal conditions, and its mission and vision, were compared in addition to the financing for the development of research, which differ even when they are public institutions. The work is located in the field of evaluation and mixed type. A questionnaire was applied and interviews and consultations were conducted in both physical and electronic institutional archives.
Among the conclusions are: the application of public policy is affected by economic processes, the number of female researchers in relation to the male researchers is due to the institutional mission and the increase in female and male researchers differs due to internal and external causes.Keywords:
