The aim was to develop the state of research knowledge related with the financing of educational research during the period 2002 – 2011. In consequence, it was considered that the importance of this type of research is the basic tool for the planning, improvement, monitoring and evaluation of educational processes and it facilitates the establishment of national and institutional educational policies in any country. The educational research facilitates data collection for the formation of competitive skills of students and teachers, provides new knowledge and provides techniques of innovation and systems for study plans and programs.
Among the problems, facing educational research in México is the lack of a policy to promote and strengthen it at a national and international level. In the treaty of Bologna and in subsequent treaties it is not mentioned the need to do educational research. In the “Plan Nacional de Desarrollo” of Mexico, in the “Plan Sectorial de Educación Superior” and in the guidelines established by the “Asociación Nacional de Universidades e Instituciones de Educación Superior”, it is mentioned the interest to support the scientific and technological research but never is mentioned the educational research.
The type of study was quantitative and descriptive, the methodological strategy was located as benchmarking to make the diagnosis. The location of institutions throughout the country played an important role.
Among the main results it is found that national policies related to the educational research were subsumed in the policies of scientific and technological research included in the National Development Plans for the periods 2001 - 2006 and 2007 - 2012 as well as in the Conacyt Special programs of Science and Technology, meaning there are not specific policies for educational research.
The researchers do not carry out studies related to educational research funding among other things by the lack of funds for it. Regarding the development of educational research in different country states there are wide inequalities differences in the support for researchers.
Conclusions; there is a constant, "Research financing in all institutions is external and internal". For some institutions the founding comes only from the National Council for Science and Technology (CONACYT) while for others it comes from the Ministry of Basic and Normal Education, and from the Ministry of Higher Education and Scientific Research, depending of its legal situation. In all institutions financial support exists, however assignment policies differ significantly.
The National Council for Science and Technology (CONACYT) for its part has general policies for all researchers and institutions nationalwide, which promotes fairness in financial resources to support the development of general research as well as educational research.
