Abstract:
The article examines the preconditions for the transformation of education, which takes place in the context of globalization of all social and economic spheres of human activity. Under the influence of digitalization and the formation of the digital economy is the redistribution and reengineering of the labor market, which is a prerequisite for radical changes in the requirements for the formation of professional competencies and a sharp increase in the importance of intellectual capital. The allocation of e-education is facilitated not only by a number of economic factors but also by the demographic and mental features of society.

The authors' research is based on the principle of interdisciplinarity and complex analysis, as well as methods of synthesis, generalization, analogy, and extrapolation. The article highlights the legal basis of legislative regulation of e-education in Ukraine, analyzes the annual special studies conducted by state monitoring institutions on the dynamics and features of the electronic education system in the digitalization of society. Analysis of scientific articles published in traditional media, allowed us to form a number of hypotheses to understand the preconditions for the emergence and identification of reasons for further development of e-education.

The authors prove the difference between distance education and e-education and describe the evolutionary transformation of distance education into e-education through the integration of digital technologies in the socio-economic life of society. The article reviews the most common information platforms in Ukraine for training and improving their professional competencies.

The conclusions highlight the main directions of digital literacy and formulate key issues of quality e-education as well as identify promising areas of its development in Ukraine: lack of investment in online education in the country; insufficient speed of mobile internet and lag of technical equipment of educational institutions; local digital isolation of some regions from Internet resources; low level of perception of distance e-education; low level of confidence in the quality of the e-learning market; lack of legislative educational and methodological apparatus and practice of distance learning. Their implementation will make possible bring e-education to a higher level, ensure its accessibility for ordinary citizens, promote personal development and effective development of intellectual capital of society as a whole: development of online platforms for inclusive education; widespread communication and integration of rural and urban areas in the overall processes of digitalization of education and science, technology and communication based on digital strategic partnership; transformation of professions and mobility of requirements for specialists in all fields of activity requires the construction of a lifelong learning system; motivation and encouragement of teachers' innovation in the development of online courses, logistical and methodological support; globalization of teaching and partnerships for sharing experiences and gaining new knowledge.
