TOTAL QUALITY MANAGEMENT AS A CATALYST OF LEADERSHIP AND INCLUSIVE EDUCATION CULTURE: A SYSTEMATIC LITERATURE REVIEW WITH THE PRISMA METHODOLOGY

Abstract:
This literature review investigates the intersection of Total Quality Management (TQM) with the inclusive education culture and the role of leadership in the formation of effective schools. TQM, as a management strategy that focuses on continuous improvement, engagement of all members and the cultivation of cooperative values, offers a strong framework to enhance inclusion. Inclusive education culture requires not only institutional change but also deep internalization of values of equality, participation and respect for diversity. In this context, leadership functions as a catalyst, defining the vision, empowering teachers and promoting practices that enhance trust and cooperation. The PRISMA methodology was used for the systematic mapping of international literature, ensuring transparency, reproducibility and rigor in the selection and analysis process of studies.

Through the process of search, selection and synthesis, four main thematic axes were identified:
(a) the contribution of TQM to the improvement of school culture,
(b) the relationship of leadership and implementation of inclusive practices,
(c) the interaction of culture and organizational commitment, and
(d) the challenges and prospects for the integration of TQM in educational environments that promote inclusion.

The results show that applying TQM principles to school units enhances the sense of collective responsibility and creates a positive climate that favors acceptance of diversity. At the same time, leadership characterized by vision, collaboration and empowerment of teachers is directly linked to the success of inclusion. School culture, as a set of values and practices, is a key factor for the effective implementation of quality strategies. PRISMA systematic analysis confirms that the integration of TQM into inclusive frameworks is not just an administrative choice but a strategic necessity for 21st century education. In conclusion, the literature review shows that the link between TQM, leadership and inclusive education culture creates a strong triptych that can transform school units into learning organizations with high standards of quality and equity. The PRISMA methodology offers the required scientific rigor, making the findings reliable and useful for future research and educational policy.
