Abstract:
Since 2022, artificial intelligence (AI) has increasingly emerged as a key technological innovation that, since Russia's full-scale invasion of Ukraine, has shaped both resilience to war, and learning of new digital skills, as well as future recovery efforts. In addition to its civilian and military applications, AI is becoming increasingly important in education, where cutting-edge technologies can support the development of knowledge, skills and innovation necessary for post-war reconstruction. Ukraine continues to find creative approaches that can strengthen national capacity, and AI-based educational tools offer significant opportunities to train a new generation of professionals capable of solving complex reconstruction problems. Despite persistent concerns that AI may replace certain forms of human labour, its integration into education demonstrates that this technology can instead function as a powerful tool for expanding human capabilities. In the Ukrainian context, AI-based learning systems, digital platforms, and simulation-based training can help develop competencies in critical reconstruction-related sectors such as demining technology, infrastructure restoration, healthcare, and rehabilitation services. Early pilot initiatives in Ukraine illustrate how AI-based educational technologies can contribute to problem solving, interdisciplinary collaboration, and the development of practical skills needed to rebuild damaged areas and modernise national infrastructure. However, the successful integration of AI-based educational technologies also depends on addressing important issues related to data protection, algorithmic bias, and ethical governance. Ensuring the responsible use of artificial intelligence in education requires the development of appropriate regulatory frameworks and institutional oversight that guarantee transparency, accountability, and equal access to new technologies. In this context, Ukraine’s reconstruction in the digital era requires coordinated cooperation among educators, artificial intelligence developers, policymakers, businesses, and the scientific community. Such collaboration may support the development and application of AI solutions aimed at addressing the consequences of the war, including AI-assisted demining in the agricultural sector, AI technologies for assessing and restoring damaged buildings, housing, and infrastructure, as well as AI applications in bionic prosthetics. Another important area involves civilian uses of AI in Ukraine, particularly in public administration and legal regulation. The paper proposes a framework for the application of AI in Ukraine outlining key sectors for the use of artificial intelligence in reconstruction works in Ukraine. Moreover, the paper highlights the idea of strengthening partnerships between universities, research institutions, and AI developers that will be essential to harnessing expertise, resources, and best practices in AI-based education and innovation, ultimately contributing to Ukraine’s sustainable and knowledge-based recovery.Keywords:
