Abstract:
The rapid integration of emerging technologies such as artificial intelligence (AI), learning analytics, immersive environments, and blockchain-based credentialing is transforming higher education institutions. While these technologies enable personalization, engagement, and operational efficiency, they simultaneously expand the institutional attack surface and introduce complex governance, privacy, and cybersecurity challenges. Sector analyses confirm that higher education institutions remain frequent targets of ransomware, supply-chain compromise, and identity-based attacks. This paper proposes the SEEdTech (Secure & Ethical Adoption for Emerging Educational Technologies) Framework, an education-oriented governance model grounded in NIST Cybersecurity Framework 2.0 and ISO/IEC 27001:2022. Structured around governance, risk management, and human awareness, the framework integrates zero-trust principles, responsible AI governance, and proportional security. The study draws on qualitative content analysis of institutional policies and international standards to consolidate actionable controls adaptable to diverse higher education contexts. SEEdTech aims to support secure innovation while preserving pedagogical objectives and regulatory compliance.Keywords:
