ETHICAL CODE OF THE EXPERT PARTICIPATING IN ACCREDITATION AS AN ETHICAL REGULATOR OF PROFESSIONAL CONDUCT

Abstract:
Participation of the expert in accreditation procedures means not only existence of professional knowledge, but also an ethical component. The accredited universities have to satisfy with a lot of requirements. This factor potentially bears a possibility of incorrect use by the expert of his entrusted powers and authority. Situations of the difficult choice which solution contradicts the legislation and moral installations can be created.
Purpose of the article – the analysis of the special document "Code of the Expert" developed in the Russian accreditation agency for ensuring fight against corruption and respect for ethical standards in professional activity of the expert.
Research methods – the cluster analysis, the content analysis, poll, interpretation, the comparative analysis.
Results of the research: On the basis of the cluster analysis the contents of "The code of the expert" are analyzed and interpreted. The basic principles of professional ethics, including compliance to public interests and professional competence are allocated and characterized. The content analysis on category the duty of the expert has shown that two leading subjects are presented in "The code of the expert". The main accent is the share of questions of corruption (disinterestedness, integrity, lack of promises in the positive decision, adherence to principles, independence of the made decisions). The second important thematic line is connected with observance by the expert of confidentiality of the obtained information. It is forbidden to discuss the data doing harm to other colleagues or the accredited organization, to use information for the benefit of the third parties, to publish results of examination, to discuss personal or professional qualities of other experts or heads and to make public statements about the course and results of examination. On category of the content analysis of "the right of the expert" only one position is presented. According to this position the expert has the right to demand full and objective information from the accredited organization. On the basis of poll it is established that 70% of experts haven't studied this document. In the course of examination they base themselves upon the general moral attitudes. The system of measures is described. It allows the head of expert group to control compliance the behavior of the expert to a moral and legal regulative element of "The code of the expert"
Conclusions. The conclusion is formulated about the fact that the existing "Code of the expert" is the document in which the equal ratio of the rights and duties is broken. The severity of positions is compensated by the fact that experts aren't informed of contents of this document and are guided by own representations about due and admissible when conducting examination.
