VOLUNTEERING AS A FACTOR OF SOCIAL SUBJECTIVITY: ASPECTS OF SKILL EDUCATION FOR THE RUSSIAN CIVIL SOCIETY

Abstract:
In the early 2000s, cardinal changes in moral values among the younger generation were observed in Russia. The age of information technology, despite the provision of additional information resources, divided people, limited their direct communication, promoted social apathy. Lack of interest in social life, socio-political changes have become a symbol of the age of information technology. These trends have had a negative impact on the interest and participation of young people in socially important volunteer activities. According to experts' estimates, it was found that about half of respondents approve in general the activity of voluntary public organizations, and 16% have a clear idea of their activities. 72% of the Russian citizens surveyed do not know, and when they are informed they do not participate in volunteer social projects, and only 2% of citizens are constantly engaged in volunteering. Of those respondents who are temporarily, periodically and constantly have volunteer employment, 62% came to volunteerism in acquaintance, and 16% learned from the media. In part, these data lead to the conclusion that low authority of public organizations can be traced in the eyes of the population, which leads to a decrease in the potential for citizens to solve social problems.
In view of the fact that the Volunteer Institute for Russia is relatively young, the schools of volunteerism are poorly developed, there are not enough sources for learning the rules and specifics of the work of volunteers in modern society, the experience of supporting the volunteer movement among the youth is extremely scarce, there are no traditions and effective technologies for organizing a volunteer movement among young people. The absence of an extensive network of training in the basics of volunteering, social design, interaction within the framework of social activity in the development of the personal qualities of volunteers, including in motivating participation in the volunteer movement, are all problems that impede the development and improvement of forms and methods for achieving the goals of the volunteer movement.
Methodology of the research is the study of the accumulated theoretical and empirical experience in the formation of training programs for volunteers and their approbation to the system of social protection of the population of Russia. The project is aimed at developing recommendations for the further development of the voluntary movement in the system of social protection of the population to strengthen the institution of civil society.
The empirical base is the students trained as volunteers (analysis of research conducted in Russia over the past 5 years).
Based on the results of the project, it is planned to systematize the theoretical definition of Russian volunteerism to form the mechanism for the qualification of volunteers for the development of this institution in the civil society of the country.
