Abstract:
Introduction:
Current scenario is marked by the widespread use of Information Communication Technologies (ICT) as tools of information management and they are a challenge for health systems and their governance. From a viewpoint of data confidentiality and health information of patients, these tools can be a threat to citizens’ privacy. Information security is one of the most controversial aspects for incorporating ICT in health systems.
Information and data used in this field are very important and extremely sensitive, especially from the patient’s perspective, which can be interpreted as the increased availability offered by ICT and it is a threat to their safety and privacy.
The increased availability and mobility of citizens health information, determines a particular ethical framework that is supported by a legislative framework. It should ensure the security of records and respond to ethical challenges raised by technology.
Some critical opinions understand it as a dilemma or ethical conflict that can be framed in a broader context of relationship between the user and the health system but in this case we want to consider it in relation to information, availability and mobility as a result of widespread use of ICT in the health sector.
Study:
To analyze this crucial aspect of health care delivery, we must consider social, economic, technological and especially the care context, and the status of morbidity and mortality of those citizens.
The context is also marked by a mass of information and health data growing increasingly (consider for a moment how many explorations of imaging patients are made) and it also requires quick access that allows efficient management of all patient information anywhere, time or level of care.
On the other hand, it is necessary to ensure continuity of care that certainly helps to facilitate efficient information management and patient health data. Therefore ensuring continuity of care is a cornerstone of quality care and allows the possibility of clinical research in that field. It enables the assessment of how to carry out health care and cure of the disease to the community.
We cannot forget the legal requirement that forces health administrations and definitive governments to ensure the security and confidentiality of data and information in citizens’ health, that in any case the availability of information can go in detriment of that security, guaranteed justice, beneficence, non-maleficence and patient autonomy.
Given the above, we want to analyze the role of the nurse in this context, exploring issues such as the areas of relationship. Some of these relationships are:
Patient - patient.
Patient - professional.
Professional - professional.
Expert Patient - patient - professional.
More generic aspects can be analyzed in order to determine the relationship as the substitution of the health professional role or the loss of authority of health professionals as a source of patient information that, in theory, is inexperienced and maintains an attitude or paternalistic relationship with the health system.
Finally, this study want to consider whether it is possible not to incorporate and use of intensive and systematic ICT in health systems, given the conditions of social, health and economic analyzed above.Keywords:
