Abstract:

The article is devoted to the analysis of a control system of training of the top skills at the level of an assessment of theses and certification of applicants of an academic degree. The purpose of the article is the assessment of the new administrative decisions made by the government of Russian Federation for the organization of training of the top skills. Empirical object are documents of the Ministry of Education and Science of the Russian Federation represented by its structural division of the highest certification (orders, instructions, recommendations, Orders, letters), let out in 2016 and posted in open access on the website http://vak.ed.gov.ru/news

On the basis of the content analysis rate of use of various mechanisms of management of activity of dissertation councils is defined: organizational (formation of dissertation council, refusal in formation, renaming, refusal in activity renewal, an activity suspension, entering of partial changes into structure of dissertation council); estimated (about cancellation of the decision of dissertation council, about deprivation of an academic degree, about removal from consideration according to the statement of the applicant, recognition of the degrees and ranks received in the foreign states); standard (administrative regulations, passports of scientific specialties, the list of the reviewed scientific publications, etc.). Characteristics are given to a new electronic Unified information system, the training and methodical materials, an assessment of quality of researches from the point of view of existence of plagiarism in the text of the thesis. The general tendencies of an assessment of activity of dissertation councils, selection of opponents, to their title and printing activity as the measures directed to strengthening of requirements to improvement of the quality of scientific researches and forms of results representation are defined.
