Abstract:
In multicultural societies marked by ethnic, linguistic, and social diversity, school leadership plays a crucial role in shaping inclusive and equitable educational environments. This study explores how principals in Arab schools in Israel enact transformative leadership to navigate cultural complexity and promote social justice, equity, and student empowerment. Drawing on Carolyn Shields’ framework of transformative leadership, the research highlights how leaders work to challenge systemic inequities, foster a sense of belonging, and support students’ academic and emotional development. Based on qualitative data from sixty interviews with principals, teachers, parents, students, and regional supervisors across four Arab schools, the study identifies four key leadership strategies: promoting academic achievement, emphasizing social and emotional well-being, empowering student voice and leadership, and developing future-oriented skills. These strategies reflect an intentional effort to bridge cultural divides, support marginalized communities, and cultivate agency among students. Situated in the politically and socially complex context of the Arab minority in Israel, the study offers broader insights into how transformative educational leadership can serve as a tool for multicultural inclusion and meaningful social change.
