Abstract:
Effective communication in the inhomogeneous environment of the modern information society is recognized as one of the universal competences. This foregrounds the importance of multilingualism and puts forward a communicative approach to foreign language acquisition as the basis of the methodological framework of a modern competence-based education system.

In the modern methodology of teaching foreign languages, the general position is to understand the complex nature and multicomponent structure of communicative competence. This article focuses on the strategic component of the communicative competence of learners of Russian as a foreign language. On the one hand, the importance of this component is studied by the modern methodology of foreign language acquisition, including Russian as a foreign language. On the other hand, the practical implementation of this issue remains insufficiently developed, as evidenced by the terminological variability (the definitions of strategic or compensatory competence are in use), insufficient coverage of this component in modern textbooks of Russian as a foreign language.

This study describes a number of methodological tools that contribute to the development of strategic competence, which is understood as the ability to most effectively implement communicative tasks in a foreign language in conditions of objective limitations and incompleteness of available language resources.

The practical evaluation of the developed methodological toolkit was carried out within the framework of a joint cooperation project between Daugavpils University and the local enterprise “Learn Russian in the EU”, focused on the flexibility and variability of the proposed study programmes to meet the various language needs of the participants. The results of the practical evaluation prove the effectiveness of the proposed methodological techniques for the development of strategic competence, as well as their multifunctionality - the possibility of using them in various communicative contexts for the complex implementation of various methodological tasks). In addition, in the challenging situation of the pandemic, the versatility of the forms of application of these developments is also important: they are suitable for both in-person and distance learning, can be used individually and in groups with different levels of proficiency in the target language.
