PROCESSES OF SUPPORT AND SCHOOL MANAGERS TRAINING IN THE PERSPECTIVE OF INTEGRATED MANAGEMENT: THE CASE OF THE REGIONAL EDUCATION SUPERINTENDENCE IN MINAS GERAIS - BRAZIL

Abstract:
The study of public management in Brazil, in particular basic education management, has shown there is a movement of transition in recent decades from an authoritarian directive system to a democratic-participatory model. On the basis of this context of change, this article proposes a reflection on the public management in the Brazilian educational system, more specifically it deals with the processes of technical support and training of school managers from the perspective of integrated management in the school systems. Facing the need to increase access to school and the quality of public education, the education system in Brazil has undergone significant changes in recent decades. The reforms of education policies constitute the starting point for changes which depend on management processes that integrate the different levels of the system: the strategic to the operational to be carried out and generate effective results.
It is therefore concluded that the role and performance of the managers of the public schools and, in particular, of the public schools administrators are essential. It is school manager’s responsibility to know and improve educational policies, make decisions about the best way to lead to pedagogical, administrative and school unit management processes and to monitor the results of this unit. It is, however, a responsibility of the school system create the infrastructure that ensures the training services of these managers and support the management work. The existence of support processes and school managers training is a “sine qua non” condition so that the integrated management may happen in school network, because the management of the school, in general, is held by individuals who lack management experience or training.
In this perspective, the article presents and analyzes the results of a survey conducted in the state schools of Regional Education Superintendence of Ubá (SRE/ Ubá), which is part of the State Department of Education of Minas Gerais (SEE / MG). For this, survey results conducted in the Regional Education Superintendence of Ubá, Minas Gerais state, are presented. The research aimed to identify and analyze aspects of school managers training/qualification and of the technical support they are given on the network. It also proposes a reflection on the adoption of integrated management in educational systems and their relation with the movement of professional management in Minas Gerais state schools.
The main goal of the research was to identify if the processes of support and school management training in SRE / Ubá meet the requirements of an integrated and strategic management in the school network. As a result, a proposal for an Educational Action Plan that has, as a goal, to integrate Superintendence work and the professional progress of school masters.Keywords:
