Abstract:
This paper analyzes the introduction and implementation of Campus Management Systems (CMS) at public higher education institutions. A campus management system is an integrated information system supported by information technology (IT) that assists higher education institutions in planning, executing, and managing both academic and administrative processes. It represents the entire academic lifecycle through a central database. This lifecycle ranges from application and admission to course and examination organization and extends to alumni management. In recent decades, increasing regulatory requirements, growing student numbers, and institutional digitalization strategies have significantly expanded the functional scope and strategic relevance of such systems.

The study pursues an exploratory qualitative research design to investigate how universities approach CMS implementation and which organizational, technical, and strategic factors influence project outcomes. Semi-structured expert interviews were conducted with project leaders and key stakeholders at four German higher education institutions comparable in size, structural complexity, and public governance. The collected material was analyzed using a systematic qualitative content analysis in order to identify recurring patterns, similarities, and differences across cases.

The findings indicate that CMS implementation is not merely a technical IT project but a comprehensive organizational transformation process. While system architecture, interface integration, and data governance present substantial technical challenges, the decisive success factors lie primarily in governance structures and change management. Early process standardization, clearly defined roles and responsibilities, and strong executive sponsorship emerged as critical prerequisites.

Stakeholder involvement proved to be another central factor. Administrative staff, academic departments, and central IT units often pursue divergent objectives, making structured communication and transparent decision-making essential. Resistance to change was observed particularly where existing workflows were deeply embedded in local practices. Targeted training programs, iterative rollouts, and pilot implementations contributed significantly to user acceptance and system stabilization.

The study further highlights the importance of system integration within the existing institutional IT landscape. Interfaces to learning management, finance, human resources, and library systems require stable data models and clear data ownership concepts. A modular and service-oriented architecture increased flexibility and facilitated future development, whereas highly customized solutions led to greater long-term maintenance complexity.

Overall, the results demonstrate that similarities across institutions outweigh structural differences in determining project trajectories. While successful CMS implementation depends on the specific software product selected, organizational readiness, strategic alignment, and the professional management of change processes are not less important. The paper contributes empirically grounded insights for higher education institutions planning or optimizing CMS projects and emphasizes the need to conceptualize such initiatives as institution-wide transformation programs rather than isolated software deployments.
