Abstract:
Competitiveness and competition in the global economy emits implicit and explicit pressures on companies (organizations) and governments to develop and introduce new ways to increase the effectiveness and efficiency in terms of employment. In recent years information technology and administrative systems represent two pivots that characterize organizations, but the main element remains human resource, which is essential in the process of economic development. Competence means information necessary for business practice, the volume of knowledge that a person owns and their attitude towards work as an expression of personal traits and values shared by the entire community.
The study aims to reveal link between administrative competitiveness and efficiency stimulus as a result of educational valences as currently functional and used in Romania.
Difficulties in the delimitation or ordering of powers in the Romanian education system are related to the nature of generating sources, namely: educational goals (changing) features of teaching-learning (professional roles), which also cannot remain the same, and finally experimental research and correlation studies of process-product type. Administrative powers have been investigated starting from the surveying of existence and performance of management processes of knowledge as they materialize in the education system in a first phase and later in administrative divisions.
Complying with the requirements of a specialty research this approach has attempted to provide a picture of the progress of the processes of knowledge and of how they become valid tools in the Romanian educational and administrative segments.
Educational structures are developed continuously under permanent internal interaction with other systems or the environment. In this way interactions have a relatively low intensity, which provides a way of functional existence, building a permanent dynamic. The organization, thus interpreted this way, evolves continuously and gradually becomes self-organization endowed with development, opening to the environment. In the process of educational development, integration increases progressively, at the same time with the limitation of freedom of components, offering a higher liberty of the organized whole.
The values of the people represents an organization of rules learned to make choices and to resolve conflicts between two or more modes of behavior or between two or more final conditions of existence and in this sense knowledge management becomes itself a value that individuals can use in a positive way. From here the links are created that in our opinion exist between the two levels set out: the educational and administrative. We believe that there is a direct connection between the two and the study confirms the existent correlation through the data obtained on a representative sample. It remains to be seen whether the situation in Romania is one which is met another country of the European Union as well.
