Abstract:

Main characteristics of a modern university run as follows: enlightening mission in the educational society; openness to reforms; competitive edge in the education system; consideration of labour market and consumer demands; effective partnership; the ability of education practice to meet the requirements of international standards and best national practices; modern educational concept; integration of all the levels and stages of education; interdisciplinary interaction and synthesis of fundamental and practical training; innovative approach to the educational technologies; wide-scope of education services and unified informational environment; effective toolkit of education quality control; new type of culture management. Education quality security mechanisms play a particular role in the development of the university.

In view of dynamic changes in education it is impossible to solve the new incumbent tasks according to traditional state quality control attitudes and patterns.

Search for more effective forms of higher education activity control and security of rights to get the high-quality education still goes on.
According to a modern managerial paradigm administrative structures of the university save the monitoring function and turn from process control to result control. The higher education quality evaluation becomes the main part of result management. Quality is the main factor of confidence, relevance, mobility, compatibility and commitment in frames of European education room. Information and experience exchange lead to understanding of peculiarities of different national qualification systems, educational principles, distinctive features of education system management and it’s financing.

Guaranty of education service quality promotes the sustainable development of higher education field, creates the necessary prerequisites for setting up global networks in cooperation with research & development (R&D) centres and entrepreneurs, and forms the basis for the collaboration between State and private sector.

Integration of financial and intellectual resources, innovative ideas and creative approaches in the educational practice allows to fulfil high-quality break-through and to secure the increase of education level according to the demands of innovative society.
Collaboration between universities develops the traditional experience exchange and collaboration of separate activity lines, determines the system-effect. Integration of education, research and innovations subject to large investment in field of education predetermines the achievement of the set goals.

The role of business community increases greatly in order to determine the educational standards and to evaluate the quality of education of university graduates. Today academic curricula in Russia should get professional accreditation from professional bodies.
It is necessary to mention that international projects, for example, Tempus help a lot to get international experience which can be used for building the concept of the university development.

The consumers of educational services are becoming the full university partners and monument points of net structures, setting the modernization pace of educational practice and development of R&D at educational institutions.
