The use of ICT in higher education must be properly complemented according to the Resource Based View and the Dynamic Capabilities Theory to reach a competitive advantage in Educational Institutions. Relation coordination can help in complementing information, human and organizational resources. The goal of this paper is to study the relationship between the complementary of resources and the quality of online education at University. A model has been developed from the review of the literature, the proposed hypotheses, and from processing and analyzing data coming from a survey. The survey identified main human, information and organizational resources at Universities and other aspects such as degree of coordination amongst them, general quality and methodology, technical quality on design and easy use, technical quality on multimedia resources. The distribution of questionnaires has been realized in three universities, two Spanish Universities and an American university. A comparative analysis has been carried out, through factor analysis.
