Abstract:
Introduction:
Trends in social development include, in particular, a modern concept of the information environment as an essential feature of information civilization and a starting point for the analysis of social processes. Hence the need to study and model the complex interaction of subjects and information processes in the context of globalization in order to build an adequate information environment is very important issue for the theory of informing science.

Hypotheses:
The process of total and in particular information and communication globalization is one of the most indicative integration processes in the world. The task of informatization is to fully satisfy the information needs of society in all spheres of activity (and especially in education), to raise the living standard of citizens, to increase the efficiency of production and assist the socio-political stabilization. Under these conditions, the activity of the governing bodies is inevitably transformed in the direction of qualitative changes, which aim at increasing the transparency of management and the opportunities for active involvement of citizens in the decision-making process.

Analysis & Results:
In order to clarify the role of information environment in terms of its social and educational aspects, related to the total globalization issues, it is necessary to know the etymology of this concept and its structural and functional components. In the present study, a systematic analysis of the concept of "Information Environment" is performed and a conceptual model for the management of its social and educational manifestations is synthesized. The term "information environment" is used in various aspects that have a general, non-specific nature and serve to denote the generalized processes, associated with the treatment of one of the phenomena of our time - information, and the conditions in which it exists. In this sense, the concept of "information environment" is intuitively clear to any subject. Although the above interpretation of this concept does not contradict the truth, in essence it is quite vague and general and therefore it is almost impossible for the concept of information environment in this form to be thoroughly researched and analyzed. Such type of information environment is perceived as generalized or integrated. According to the theory of information environment, this suggests that along with the generalized one, there should be some "private", relatively specific information environments for denoting one or another information entities.

From a structural and functional point of view, each and every "private" information environment is a set of three interconnected components:
1. Information collections;
2. Information technologies;
3.The human factor, presented in the interactions between subjects and equipment.

Conclusion:
The total globalization of modern world, on the one hand, set a dividing line between the old and the new basic resources of society, and on the other - deepened and raised to a new quality level the social and in particular the educational integration processes. In this regard, the understanding of "Information Environment", as a set of three functionally related components, provides great opportunities for in-depth theoretical research and practical applications.
