Abstract:
There are numerous examples of classically alternative educational models to obtain education. Essentially, the concept of a “universal educational model” is based on key properties of conceptual universality at each level of education, as well as on the holistic approach of principles for building the model regardless of the type and level of education and the sustainability of the work cycle. An important quality of the classic, universal educational model is the possibility of its adaptability in different socio-economic situations and conditions, as well as its simplicity and rapid functional realization.

The unavoidable change in the paradigm (model) of educational needs in real social practice has led to the re-consideration of concepts and institutional policies in the educational system. In this regard, the already existing and tried and tested on the basis of the relation “knowledge – economic development” analytical conceptual model of knowledge economy, has proved that this economy has changed the requirements towards the education system and has imposed a change to the educational paradigm – from accredited qualification to certified skills. The change in the contemporary education system is directed towards the creation of a new interactive training model based on information resources and knowledge management. A necessary condition for the effectiveness of education is the high level of information culture, which includes along with knowledge and skills, a critical self-interpretation of the content and value of information sources.

This whole process creates favorable conditions for the effective realization of the natural transition to one of the modern alternative university educational models, which is based on the paradigm – from accredited qualification to certified skills.

Based on comparative studies, this paper presents the results of the experience of the University of Library Studies and Information Technologies in Sofia – Bulgaria on the practical application of the new educational paradigm.
