THE COMPLIANCE SYSTEM OF SOCIO-EDUCATIONAL MEASURE AND THE EDUCATION AND PROFESSIONALIZATION OF TEENAGERS IN CONFLICT WITH THE LAW

Introduction:
Education is a fundamental right provided in the Republics Federal Constitution and in the Children and Teens Statute, Law 8.069/1990. Concerning to teens in conflits with the law and in compliance of childcare system, the Underage Law determines that the offer of education and professionalizaion is obligated. It is not only about instruction and literacy, the access on good quality education is a way to have full citizenship and social inclusion. For those who comply the childcare system, it is a way to build a future, because educating is transformed to a synonym of resocialization of teens on society. Within the hospitalization or the comply of other childcare systems, as the opened, the education takes an important place for the insiders who need to relearn ideas and redraw perspectives. It is more worrying, because researches show that related to teens in conflit with law, the age is incompatible with High School, teens are excluded of the knowledge society.

Purposes:
Study the needed measures to make possible that teens who comply the childcare system finish their studies. Identify what Law can do to help avoiding the school evasion from internal infants; e, Analise the civil responsabilization of the State on not offering or offering in precarious ways the education and professionalization of teens deprived of liberty on compliance units of childcare system. Methods: deductive and comparative with data collection technique on units of hospitalization methods compliance to verify the right offer of education and professionalization to the internals.

Conclusion:
Teens education at compliance of childcare method of free range or hospitalization is a social important phenomenon, and it gets worse when causing school evasion. It is important that the infants have access to education and professionalization, because it can be considered one of the most right ways to reach inclusion and resocialization and, over all, enrich the infant, helping him on the rescue of perspectives and citizenship. With no doubts, education success raises the infant self-esteem and helps him on rediscovering his values, rights and duties, avoiding a dignity and human rights shock. This is why it is necessary the compliance of provided standards on Children and Teens Statute which previse the rights on education and professionalization to internals. To be effected, it is required, yet, the punishment of those responsible for the noncompliance of the right methods to effect the rights.
