Abstract:
The changes in the layout of the academic science have been proclaimed in the program documentation of innovative modernization of our country. The strategy of the academic science ranges the higher school as a complex of research and educational institutions. In the situation, where the universities are considered to become the central element of the education, science and production integration, it is important to assure their effective cooperation with the external environment based on the implementing of common science projects and educational programs, and increase the mobility of academic staff. The authors presume that the universities not having a “NRU” (National Research University) status should become the members of this process. The universities compete for the promising researchers as well as for the investment into the infrastructure of research and development.
The article examines the main trends and problems of the development of the innovative environment in the Universities of the RF and proposes a set of solutions allowing to accelerate this process. Analyzing the works of Russian scientists such as I. Korshenko, A.Gusev, E. Balatskii, V.Sergeeva and others, the authors set forward a system of measures to achieve greater efficiency of the cooperation of the Russian universities with the foreign colleagues.
