Abstract:
Learning and assessment are components of each educational system which may be described in the context of education.
The way in which they are characterized in higher education is a special one. Here, learning primarily reflects the organization of the experience and individual's personality building.

At the higher education institutional level, learning activity is manifested as a systematic assimilation of curricular values - knowledge, skills, experiences, attitudes etc. determined in an educational environment based on specific understanding and evaluation principles, transmitted under the coordination of the competent personnel, specialized in educational and research activities.

The evaluation process values the learning good practice, visible by showing the personal dimensions of those involved in the development of specific learning activities and also of the results obtained by them.

The paper is divided into two sections, first shaping the theoretical foundations of the study on learning and the evaluation in the educational context and the second containing practical research on the two phenomena.

The research subjects are students of the Doctoral Schools of two Romanian state universities, which can demonstrate that the learning experience can lead to a excellent rating of results obtained by considering the personal experience, their power of penetration and understanding of the studied topic, of the intuition and sustaining of a specific interpretation, the novelty of the research subject and the personal contributions.
