Abstract:
World trends in research, education, engineering and technologies require from modern universities in Russia to pursue special policy in their development. National research Tomsk polytechnic university (TPU) is one of 15 leading universities in Russia to receive state support to advance into the top 100 of the world university rankings with TPU Programme for Promoting the Competitiveness. Being one of the leading research-intensive universities in the country, the University goal is to become a recognizable educational institution in the world scale. The University potential to achieve this goal is its staff. The system of effective contact introduced in July 2014 and currently piloted at the University is aimed at decomposing the University goals to the level of the key performance indicators (KPI) of its employees. TPU is the first among Russian universities that made the transition to the effective contract system.

As a leading research and academic institution, TPU aims to become an attractive workplace for energetic and initiative people by forming the intellectually rich environment, providing sufficient material and technical resources, ensuring competitive salary level and wage supplements. The key instrument providing the staff compliance with the above requirements is envisioned to become the system of fixed-term effective contract including a set of incentive bonuses for high results of scientific and educational activity with the possibility of tenure, and sabbatical leave to be spent abroad.

The article reports on one year experience of the effective contract system implementation at National research Tomsk polytechnic university. The paper discusses the goals and the core of the effective contract system, qualification requirements to TPU research and teaching staff stated in TPU Programme for Promoting the Competitiveness and related KPI for research and teaching staff introduced within the initiative of promoting the University competitiveness. The guidelines for the system of effective contract development and implementation are given.
