DEVELOPMENT OF A SMART COMMUNITY LEARNING RESOURCES MODEL IN THE 21ST CENTURY TO ENHANCE LIFELONG LEARNING CHARACTERISTICS OF PEOPLE

Abstract:
The purpose of this research was to develop a smart community learning resources model in the 21st century to enhance lifelong learning characteristics of people. The research and development (R&D) procedure incorporated five phases. The first phase was to explore and analyze the potential of community learning resources. The second phase was to study on the learning needs of the community from people and to collect specialists’ opinions concerning the smart community learning resources model in the 21st century to enhance lifelong learning characteristics of people. The third phase was to create smart community learning resources model in the 21st century. The fourth phase was to test the effect of the smart community learning resources model in the 21st century. The last phase was to get approval for the smart community learning resources model in the 21st century. The sample group in this study consisted of people at Sam Khok district, Pathum Tani province, who studied on the smart community learning resources model in the 21st century via the internet for eight weeks. Data were analyzed by using frequency, percentage, arithmetic mean, standard deviation, and t-test Dependent.
The results of this research were as follows:
1. The smart community learning resources model in the 21st century to enhance lifelong learning characteristics of people consisted of five components as follows:
1) smart people,
2) smart knowledge,
3) smart media and information technology,
4) smart activity, and
5) smart network.
The process of the smart community learning resources model in the 21st century included four phases:
1) building the network, which had three steps, namely,
(1) public relations,
(2) attendance and
(3) preparation;
2) learning consisting three steps, which are
(1) registration,
(2) identification and
(3) media viewing;
3) project developing with four steps, i.e.,
(1) brain storming,
(2) project creating,
(3) publishing and
(4) reflection; and
4) evaluation which consisted of three steps as
(1) self-evaluation,
(2) group-evaluation and
(3) network-evaluation.
2. The People at Sam Khok district, Pathum Tani province who had studied on the smart community learning resources model in the 21st century had lifelong learning characteristics with the statistical significance level of .05. 3.
The specialists agreed that smart community learning resources model in the 21st century was highly appropriate. The overall mean was 4.50 and the standard deviation was 0.65.Keywords:
