THE PROMOTION OF THE EQUAL OPPORTUNITIES THROUGH THE TRAINING: ANALYSIS OF THE PROGRAMME PENSA EN TI

Abstract:
The equality of rights between women and men is an essential need in a democratic society that, from all the normative levels, tries to achieve through several actions.
In the Spanish state the fields about equal opportunities are transferred to the Autonomous Regions, from which there has been promoted the creation of equal organisms to stimulate specific policies orientated to the women, being from the year 2000 when the plans of action of equal opportunities between women and men are developed, some of them have been accompanied by the promulgation of equal laws.
At the same time, the town councils and deputations also have added, next to the rest of the Civil Services, to the task of elaborating instruments to achieve the equal opportunities.
Regarding to the Autonomous Region of Galicia, it has to develop the obligations imposed in the article 4 of the Organic Law 1/1981, of April 6, of Statute of Autonomy for Galicia (BOE, 28/04/1981), in the defence of the equality. For this commitment arose the Law 3/1991, of January 14, from creation of the Galician Service of Promotion of the Equality of the Man and the Woman (BOE, 23/02/1991) and, in the exercise of its functions, the devise of four plans of equal opportunities of the Galician women, being promulgated in the year 2004 the Law 7/2004, of July 16, Galician for the equality of women and men (BOE, 21/09/2004).
However, in spite of the important obtained achievements, the inequality of gender in the work, social and personal field are a well-known and indisputable fact in our society. It reveals the need to go into the commitment on the defence of the equality and against the discrimination through the development not only of the legal frame regarding the beginning of action but also into the concrete actions directed specifically to the woman.
In this context, the County Council of Pontevedra develops, through the Social Action Service, in the year 2005 and of experimental form in the region of O Salnés, the Programme Pensa en ti, directed the feminine population, stretching to all the municipalities of the province in the year 2006.
This programme, of social character, expects to make the women aware of his paper in the society, to promote the social relations to avoid the isolation, as well as to promote the creative work and new fields of interest.
The courses, which have 30 hours of duration, are included in the following areas: art, handicrafts and do-it-yourself; cuisine, agriculture and handcrafted elaborations; personal development and physical and mental health; traditional culture, music and dance; training for the equality between man and women; and professional development.
The analysis of the main characteristics of the Programme Pensa en ti, as well as of its evolution from its origin until the present are the principal aims of our work.
