Abstract:

Nowadays we observe as the concept of literacy, traditionally linked to the aptitude to read and write, is acquiring new approaches (digital literacy, in information …). Already it is not a question only that the students have resources but that they are capable of analyzing them, to manage them and to apply them to new situations.
In this context the school library is constituted as a tool that provides information and fundamental ideas to be developed successfully in the society which surrounds us.
In this regard, the Law 2/2006, on May 3, of education (BOE 04/05/06), in its article 113, specifies that the centres of education will have a school library that will help to foment reading and that the students could accede to the information and other resources learning of other areas and matters, and that could train their critical use.
In addition, the organization of the school libraries will have to be a space opened for the educational community.
Besides the Decrees 130/2007, on June 28, and 133/2007, on July 5, which, respectively, regulate the educations of Primary Education and of Secondary Obligatory Education in the Autonomous Community of Galicia, include a series of basic competitions that the students must acquire of progressive form. For that, it proposes to all the centre to prepare the reading projects of centre, in order to articulate the actions of the whole teachers for the achievement of the pedagogic aims referred to the acquisition of the linguistic competence and skills in the use of the information, as well as to the acquisition and consolidation of the reading habit.
So, the library can be a strategic element in the pedagogic innovation that helps to revitalize the educational practices and the cultural life of the centres, providing the teachers and students with opportunities for the use of numerous resources that allow the achievement of a progressive autonomy in the learning.
With this work we try to realize a conceptualization of the school libraries through a review of the contributions made by different authors, as well as an analysis of the different official announcements of the Improvement of the libraries Plan, in the autonomous region of Galicia in the last years.
