THE ITINERANT CLASSROOMS PROGRAMME LIKE A TOOL OF EDUCATIONAL ATTENTION TO THE CIRCUS SCHOOL POPULATION

Abstract:
The Law 2/2006, on May 3, of Education (BOE, 04/05/06), in the Preliminary Title establishes the equity as one of the principles in which the educational Spanish system is inspired, to guarantee the equal opportunities, the educational inclusion and not discrimination and to act as compensating element of the personal, cultural, economic and social inequality.
In order to make the principle of equality in the exercise of the right to education, this law establishes that the civil service will develop actions of compensatory character in relation with the people, groups and territorial areas that are unfavorable situations and they will provide the economic resources and the necessary supports for it.
On this respect, the Itinerant Classrooms Programme, commenced in 1986 and managed by the Ministry of Education through the General Management of Evaluation and Arrangement of the Educational System, is one of the actions of educational compensation that tries to guarantee the schooling and educational attention of the students in compulsory school age that, for reasons of the itinerant work of theirs parents or tutors, cannot continue a normalized process of education.
The school units related with this initiative are established yearly through the official annoucement of subvention for of the circus companies, so that the number of existing classrooms in the Programme changes every year depending on the granted helps (in 2009 it has been granted 20 classrooms to 18 circuses).
Academicly the students belong to the CIDEAD (Center for the Innovation and Development of the Distance Education), of the Ministry of Education, which coordinates the work of the teachers, gives them support and provides resources of educational character.
The aim of our work is to make a study about the educational attention given to the itinerant population through the analysis of the Itinerant Classrooms Programme in circuses.
