THE PRESENCE OF THE PLAN PROA IN GALICIA

Abstract:
The Plan PROA (or Programmes of Reinforcement, Guidance and Support) arises as a project of territorial cooperation through the Ministry of Education, Social and Sport Politics and the autonomous regions. It tries to deal with the needs associated with the social and cultural environment of the student from support programmes in the educational centers.
The action focus on offering resources to the educational centers to help to debilitate the generating factors of the inequality and to guarantee the attention to the most vulnerable groups to improve their training and to avoid the risks of social exclusion. The main goals are:
- To achieve the access to a quality education for all students.
- To enrich the educational environment.
- To involve to the local community.
The Plan PROA is articulated in three Programmes:
- School Escort Programme in Primary Education.
- School Escort Programme in Secondary Education.
- School Support and Reinforcement Programme in Secondary Education.
The School Escort Programme in Primary Education, that is developed with 5º and 6º of Primary Education, expect to improve the school perspectives of the pupils with learning disabilities, such as the maturation delay, scant integration in the group and in the center, absence of habits of work, the learning delay in the instrumental basic areas, through giving support and reinforcement in out-of-school schedule.
The School Escort Programme in Secondary Education has a similar aim and, principally, it is for pupils of 1º, 2º and 3º of Secondary Obligatory Education.
Finally, the School Support and Reinforcement Programme in Secondary Education focus on educational centers, principally of Secondary, with a pupils' significant proportion in educational disadvantage associated with social and cultural environment: belonging to families with low cultural standard or economic difficulties, scant offer of educational resources, ethnic minorities...
In the Galician autonomous region the Plan PROA began to carry out in the years 2005-2006, in which 40 centers were assigned. Nowadays, for the year 2009-2010, the number of educational centers that can be assigned to the Plan is 172, 87 in Primary Education and 85 in Secondary Obligatory Education.
The main goal of our work is to make a study of the development of the different Programmes that are part of the Plan PROA in the Galician autonomous region, as well as to make a comparative analysis of the introduction of the Plan in the set of the Spanish State and the Galician autonomous region.
