The signing of Bologna Declaration demanded great transformations on its very foundations. Its implementation has had achievements but encountered difficulties as well. Further reformation was required yet in order to meet the standards adopted by the other countries of Bologna Process, making it comparable and compatible with the rest of the European system of higher education. In addition, the reform include finding new methods of development to forge the progress of universities, colleges, laboratories through the integration of science on manufacturing and the creation of modern and effective research centers in all the higher education institutions. The aim of this study is to analyze the implementation of Albanian Law No 9741 “On Higher Education in the Republic of Albania” and, in particular, the new challenges of Albanian reality.
