Abstract:
The Galician Research, Development and Technological Innovation Plan-INCITE was created under the Law 12/1993, on August 6, Building Research and Technological Development of Galicia. Its main goals are “the coordination of resources, the promotion of research, technological development and the eventual convergence with state plans and bilateral or multilateral programmes of autonomous communities”.
The current Galician Research, Development and Technological Innovation Plan (2006-2010) is divided into three types of programmes: horizontal, general and sectoral programmes. The horizontal programmes include: a human resources programme, a programme to coordinate the Galician system of innovation, and a programme to promote communication and social awareness.
The objective of this paper will be to analyze the Human Resources Programme, whose transverse axis is set in a context that promotes equal opportunities between men and women, as established by European policies on the construction of the European Research Area. This premise is essential to harness the potential of women researchers, to improve quality and innovation, to bring research to society and to promote women's participation in scientific research.
Following the line of research started two years ago, in this paper we will continue making a comparative analysis of the decisions made through official announcements in connection with the Human Resources Programme in the years 2006, 2007 and 2008. We will focus on the programmes listed below:
- María Barbeito Programme
- Ángeles Alvariño Programme
- Isidro Parga Pondal Programme
- Lucas Labrada Programme
- Isabel Barreto Programme
- Incentive Programme of incorporation and intensification of research (I3 Programme)
- Manuel Colmeiro Programme (we are including this new programme, which was first officially announced in the year 2008)

For this purpose, the study will focus on the interrelationship of the following variables: gender, area of knowledge, and university within the Galician university system -or public or private organization- to which the researchers are assigned.
