Abstract:
Considering that no policy can do without an assessment of its key figures, much less educational, Spain is working on building a statewide system of quality indicators of the education system. Given this premise, from the meaning of the term evaluation, to contextualize it from the meaning of the document to which we refer. To do this, we refer to the definition:

Gimeno Sacristán (1993, pp. 337-338)
"Assessment refers to any process by which one or more characteristics of a student, a group of students, educational environment, educational objectives, materials, teachers, programs, etc. Attracted the attention of evaluating, analyzing and assessing their characteristics and conditions based on some criteria or benchmarks to judge that is relevant to education. "

The evaluation of the education system seeks to provide the information that governments need to ensure the effectiveness and efficiency of the system, because it is a priority requirement to know the cost-effectiveness of educational product, to improve the quality of education. Therefore, the evaluation of the education system is one of the most important factors to improve the quality of teaching.
