FROM INFRASTRUCTURE TO PEDAGOGY: FUTURES OF ICT INTEGRATION IN IRISH POST-PRIMARY EDUCATION

Abstract:
Over the past decade, Ireland has made significant progress in addressing baseline infrastructural challenges in education. High-speed broadband and near-universal classroom hardware access have ensured that most post-primary schools are no longer constrained by connectivity alone. However, this study demonstrates, that the presence of infrastructure does not automatically translate into pedagogical transformation. Drawing on a mixed-methods investigation, this research situates Ireland at a transitional stage of digital adoption: infrastructure is embedded, but integration remains uneven, functional and often superficial.

Findings show that while most teachers report reliable in-school connectivity, inequities remain in device provision, particularly between fee-paying and disadvantaged schools. ICT use is widespread but concentrated in administrative and preparatory tasks, few schools have moved beyond basic adoption into transformative pedagogies. The analysis highlights a set of systemic barriers, volatile funding, opaque procurement, reactive maintenance, assessment misalignment and generic professional development, that collectively constrain progress.

The study suggests that Ireland’s next stage of digital maturity will depend less on infrastructural expansion and more on systemic reform. Specifically, reforms in assessment, proactive policy on AI and emerging technologies and investment in sustained, subject-specific professional learning are essential to move schools beyond surface-level adoption.
