EX - ANTE EVALUATION IN THE INNOVATION OF EDUCATIONAL CURRICULUM

Although the Strategy of Scientific and Technological Development of Serbia specifies that the social and human sciences should play a key role in defining strategies and public policies, optimizing the functionality of institutions and improving human resources, in accordance with international experience and achievements, holistic approaches and multidisciplinary scientific research in social sciences are rather uncommon. The ex-ante evaluation of educational policies and educational programs exists neither in the domestic nor in the scientific research that are done in the immediate environment, at least not in the way we propose in this paper. In Serbia and in the region, most of the research evaluation programs aim attention at the ex-post evaluation programs. Evaluation methods such as comparison or access control function normally request information on individuals who have undergone certain programs (program groups) and comparison groups (individuals who have not gone through this program). The limitations of such approaches are that they cannot be used in the evaluation of the effects of programs before the application of these programs. In this paper, we deal with an ex-ante evaluation as a method for formulation and testing of educational programs, in order to determine the tools - indicators that will best respond to this process and allow validation of assessment of the programs prior to their application in practice.
