Abstract:
This paper discusses EU and national language education policy addressing the issues of cultural identity development and protection. The formation of cultural identity in the broadest sense is influenced by different aspects. Language and language education play an important role, any attack against the national language negatively influences the processes of national and cultural identity development. The national language is an important factor having cultural value for cultural identity formation.

The analysis of Lithuanian education policy documents shows their correspondence with the international (UNESCO) and EU political documents promoting the cultural and linguistic diversity. The attention is given to the problems of cultural diversity legitimization and national, ethnic identity education in Lithuania. The analysis of EU and Lithuanian policy documents have shown that though Lithuanian policy is trying to follow the European policy gudelines, it faces many problems and tensions. The research surveys supported by European Commission and conducted by Eurobarometer provide evidence of how policy objectives aimed at multiculturalism, pliurilingualism and cultural diversity development are implemented at a national level. Following the restitution of independence, issues of national (Lithuanian) culture, language and identity formation are in the centre of attention of national policy. Ethnocentric policy orientations at national level, growing mobility and emmigration make it difficult to promote cultural and linguistic diversity and at the same time to protect and strengthen national culture.

The paper presents the findings of the reseach on cultural transmission. The following research questions are addressed: What are the trajectories of national education policy responding to globalization processes: the impact of globalization on national education policy, multiculturalism of educational institutions and growing hybridity of cultural identity: present day and future perspectives? What is the role of school and family in cultural transmission? The research sample includes representatives of three generations (students, their parents, grandparents) and teachers.The results of comparative analysis of views of different generations (students, their parents and grandparents) and different interest groups (students, teachers, parents) on cultural transmission are presented.
