Abstract:
Purpose:
The aim of this research is to find out the reasons behind the weak adoption of the available digital resources by the teaching staff in the Moroccan universities. It tries to analyze the patterns of the use of those digital resources we conducted with a sample of teachers/researchers chosen from two universities in the country: UAE and UMP.

Problem statement:
The Moroccan universities are among the lowest ranked in the international ranking of world universities such as the Shangai ranking. Scientific production in the local universities is beyond what is hoped by the different reforms in spite of the tremendous efforts and the constructive initiatives of the higher education ministry. The purchase of digital scientific documentation from the main international scientific editors is hardly followed by with a substantive impact on research output.

Methodology:
We conducted this research in two Moroccan universities through a survey that has been distributed online using the limesurvey software.

Results:
We found that the university teachers are not likely to use these resources in their teaching or research activities. Even with the incentives of the ministry, there seems no real change to come. But the teachers seem to give more attention to some new legal dispositions envisaged by the authorities and are likely to modify drastically the way teachers envisage their career in the future.

Implications:
The output of this research may help decisions makers in the country to be aware of the different issues related to the use and non use context.
