Abstract:
Actuality of enhancement of planning tools of needs for a new generation of engineering cadres is determined, first of all, by challenges of modern industry, the necessity of adequate staffing of modern production facilities, capable of ensuring competitiveness of the Russian economy. A key role in the creation of a new staff planning system is allocated to an interaction system of subjects of professional education and industry.
Evaluation of regional markets of engineering labour shows that there is double structural disbalance of job supply and demand by level of education and professional and qualification section. Requirements planning of engineers and technical personnel today is carried out mainly by the educational community. Existent mechanism of admission quotas formation to technical areas of training based on the competitive assessment of indicators values of the potential of educational organizations, traditionally used in compiling a rankings of higher education organizations. Realization of quantitative strategies don't take into account qualitative characteristics of condition engineering labour market at regional level. There is a growing gap between the desired and the presence level of competences development for graduates of technical universities. Consequently, there is a serious contradiction between the growing need for a new generation of engineers and the absence an objective forecast of a such need by economic sectors and regions.
Sverdlovsk region - one of the largest industrial regions of Russia. The responsibility center for the formation of a new generation of engineering cadres in the Sverdlovsk region is the Ural Federal University. For realization the new paradigm of regional forecasting system of engineering cadres research group of the Higher School of Engineering of the University took a shot to form new approaches for assessing the need for engineers and technical personnel. The article deals with the application experience of new tools and methods of assessment of needs for engineering cadres in interaction system of university and largest industrial enterprises in the region.
It was revealed that improvement of the effectiveness of staff planning methods can facilitate the transition from traditional quantitative methods of assessment to qualitative research methods, implementation of which creates conditions for the formation of a mechanism to establish correlations between the data about changes caused by the development of concrete enterprises and the needs for competencies and qualifications. Analysis of engineering labour competencies can be assessed as an attempt to transfer to employers the initiative, to involve them in the assessment of the future demand for engineering competences.
