Abstract:
The level of digital literacy of Ukrainians requires the fastest response from the state, so the Concept for the development of digital competencies was adopted by the Ukrainian government in March 2021. According to the Concept by the end of 2022 it is planned to develop and approve the digital competence framework for the main professional groups in the fields of economic activity as well as guidelines for the implementation of the framework.

The paper highlights the Ukrainian experience in realisation of the Erasmus+ project “dComFrа: Digital competence framework for Ukrainian teachers and other citizens”. In 2018 the project “dComFra: Digital Competence Framework for Ukrainian teachers and other citizens” was launched in order to harmonize modern Ukrainian education in the field of digital competencies with European standards. The project is funded by the Erasmus+ program and implemented by a consortium of 15 partners – 6 institutions from European countries (Lithuania, Poland, Austria, Romania and the Czech Republic) and 9 institutions from Ukraine, including Kyiv National University of Culture and Arts, which is an active participant of digital skills development in Ukraine.

The purpose of this project is to create, improve and reform the situation for the development of digital competencies in Ukraine, harmonize it with the European direction by adapting the Digital Competence Frameworks for Ukrainian Citizens and Educators, creating the Ukrainian National Digital Coalition (UNDC), to reform teachers advanced training and provide the best practices in the development of digital competences.

It was noted that the Ukrainian National Coalition for Digital Transformation was established at the initiative of the dComFra working group, whose activities are aimed at consolidating and coordinating the initiatives and efforts of all partners in the field of digital development and integration of Ukraine into the European Digital Space (EU Digital Single Market). Within the project, the Digital Competence Framework for Educators of Ukraine, or DigCompEduUA, was developed and adapted to Ukrainian realities. It is based on the digital competence framework for citizens DigComp 2.1, the digital competence framework for educators DigCompEdu and other European documents on digital competence. The special structure of DigCompEduUA includes 4 areas with 22 competencies and 5 levels of qualification.

As a part of the project, Ukrainian Digital Competence Offices have been established in Ukrainian universities, where digital competence advanced training courses for teachers and citizens of Ukraine will start this year. 22 training modules (e-learning courses) are being developed, which will be placed on the e-learning platform. The events held by the Kyiv National University of Culture and Arts together with Ukrainian and European partners within the framework of the dComFra project have been described. The ultimate goal of the dComFra project should be a resource that offers not only online learning, blended mobility, etc., but also the exchange of best practices between higher education institutions in Ukraine at all levels (students, researchers, teachers).
