ASSESSMENT OF SELECTED FACULTIES IN SLOVAKIA: DEA-BASED MALMQUIST INDEX APPROACH

Abstract:
In Slovakia as in other countries, education sector is under growing pressure to improve the quality of education and to increase its performance. Experience from many countries shows that the assessment of quality is good instrument for achieving improvements in higher education efficiency. From 2005 The Academic Ranking and Rating Agency (ARRA) systematically addresses the evaluation of research and educational performance in higher education in Slovakia.

In the course of its existence, ARRA published eleven reports assessing Slovak higher education institutions, so it is possible to monitor their outcomes in relatively long period of time. In the last report ARRA claims that there are very small changes in the ranking of evaluated faculties in recent years. In our paper we use DEA–based Malmquist index to assess the outcomes of faculties over period 2005 – 2015. We identify the faculties that recorded the largest increase of their outcomes in specified time period and, on the other hand, also the faculties with the largest decrease of their outcomes. This gives the management of faculties an explicit list of their strengths and weaknesses and a detailed description of how their research and educational performance has developed in relation to the performance of other faculties.
