Abstract:
The digitalization of activities in the public sector is a serious challenge in training students in public administration. Higher education institutions should change their curricula so as to prepare adequate specialists. At the same time, the process of digitalization of public administration is not over. In some regions, it has not even started. This complex and dynamic environment for innovation is serious defiance for the departments responsible for preparing innovative public administration programs. Teachers are required to apply design thinking and creativity to form the necessary digital competencies, incorporate them into curricula and choose appropriate teaching methods. A model for the process of bringing out the vision and the necessary digital competencies and their integration into the curricula is presented. The main problems in the process are analyzed, especially related to the integration of stakeholders, which are not always open to innovative approaches and changes, the overcoming of which requires creativity and design thinking.
