IMPROVEMENT OF PERSONNEL E-LEARNING ENVIRONMENT IN GOVERNMENTAL FINANCIAL ORGANISATION

Abstract:
The use of information technologies not only in daily life, but also in the professional activities in various sectors and areas is increasing constantly in the 21st century. The personnel management processes are not an exception, and information technologies are used to perform ever more processes. One of such processes is the assurance of personnel training where the opportunities provided by information technologies are used on a wide scale. The financial organisation is a governmental institution which has more stringent budgetary restrictions and a smaller budget than organisations in the private sector. Therefore, in order to be able to appear competitive in the labour market, it is essential to introduce the said innovations to increase employee satisfaction and to attract as professional industry experts as possible. An overall trend in the financial organisation is that the employees do not show much initiative and rarely participate in the use of the e-learning environment. There are some structural units of the organisation where the activity is higher, but most of the structural units appear to be rather passive and unwilling to use the e-learning environment. Since e-learning is a successful tool which may generally help the organisation in various ways, it is essential to investigate why such passivity can be observed among the employees in the financial organisation with regard to the use of the e-learning environment and to find the best solution which is the most suitable for the financial organisation. The aim of the research study is to investigate the current e-learning environment of the governmental financial organisation, find out the most significant issues in it, and offer recommendations for the improvement of the e-learning environment.
The research questions were the following:
- What are the most significant issues in the e-learning environment?
- What facilitates the use of the e-learning environment in the financial organisation?
The applied research methods:
A survey developed by the authors to measure various aspects associated with the use of the e-learning environment. The Rosenberg (2000) Survey which measures the willingness of an organisation and its employees to use e-learning and consists of seven measurable variables. The findings of the research study were that the employees of the financial organisation considered e-learning to be necessary and were willing to use e-learning, but that there were several issues: the employees do not realise the short-term and long-term benefits from e-learning, the aims of e-learning and the opportunities in the e-learning environment have not been sufficiently explained to them due to insufficient internal communication regarding e-learning. The presentation of the information available in the e-learning environment is monotonous, the environment is not interactive, and most of its content is not useful. It is important for the employees to trust the quality of the information posted in the e-learning environment, understand the benefits it provides for them, and to be able to direct the e-learning process based on their needs and preferences.
