Abstract:
New approaches and technologies are required to monitor and evaluate the learning outcomes, formulated in terms of competencies. The student achievement portfolio can present a student’s learning outcomes in the most objective manner.

The objective of this research is to develop a concept and create a prototype of an electronic network environment where undergraduates and graduates will display and update their achievement portfolios with the aim of monitoring and evaluating the learning outcomes formulated as competencies. This article describes the portfolio structure, the models used in creating the prototype, and the service interface functions of the system.

The concept of an electronic network environment developed by the authors via analytical, synthesizing and modeling methods is intended for the electronic portfolios of undergraduates, graduates and working professionals. The concept requires a network environment to be created, similar in many aspects to a social network model, comprised for the most part of the user-generated achievement portfolios. The electronic portfolio format enables its user to focus on: 1) selecting and analyzing the competencies to be displayed in the portfolio, as well as materials illustrating these competencies, 2) structuring the information, 3) highlighting the most informative fragments. With the solution of the problem to find an appropriate medium, the portfolio creation process of forming a portfolio has become smooth and engaging.

The portfolio contains personal information, education and career details, professional competencies, professional activity objects and methods, as well as illustrative evidence of these competencies, methods and objects. All information blocks are connected via hyperlinks. The recommendations for students and professionals are provided. An electronic network environment prototype has been developed, where all the desired functions are realized at the primary level. The purpose of the prototype is to test the concept developed and the technical solutions. To ensure these parameters, a student portfolio must be created within the courses that will enable graduate students to enter the professional community and the labor market.

After the testing period, the prototype can become a part of a large-scale project to create a web platform for portfolios and business communication of students and specialists in one or several spheres.
