Abstract:
The current trends to expand academic freedom at higher education institutions and introduce new generation educational standards have dictated the need to redesign methodological support materials and refine the form and content of curricula. These changes are meant to ensure centralized quality control for degree programs implementation. Traditionally, course documention activity was to be conducted by the academic staff during the “non-teaching” work hours. However, this practice is no longer feasible, as well as the conventional curriculum and instruction planning system.
This article responds to a strong necessity for extensive and comprehensive research in order to provide higher eduction institutions with course documentation. The current research results will be used to create a methodological support system for the teaching staff, ensuring that they adhere to the key concepts of Russian education modernization policy. The development of the methodological support complex involves creating conceptual framework to use for the prospectus of teaching and learning materials. This includes teaching materials for degree programs and courses. Innovative teaching materials have been developed in line with the main trends in Russian higher education policy.
The requirements of a new generation of the Federal state educational standard had also to be taken into account and partially implemented, in particular, the competence-based instruction, credit-unit and ranking systems and a number of other factors. The composition and requirements to the academic documentation of the university during the transition period of the state educational standards development are presented. The main attention in the following research is paid to the syllabuses for practical training and academic disciplines, as well as practical training materials. Requirements to various types of learning and teaching materials are identified, including practical training course materials, their structure and content. These requirements are then analyzed through bibliographic, systemic, comparative, normative-legal methods to create guidelines on improving the content, structure and text quality and assess the possibility to implement the dual education system (the German model). An up-to-date nomenclature for higher professional education is compiled. A number of course books devoted to organizing the students’ practical activities are created, as well as guidance materials for the academic staff responsible for course documentation. Keywords:
