Abstract:
Paper is based on Libyan initiative inspired by New Libyan needs assessment survey to rebuild reformed higher educational system fine tuned to rebuild new sustainable Libya in line with Productive Capacity Initiative of UNIDO. It presents an overview of Libyan higher education system that need technical assistance to overcome the R&D management problems in tertiary educational establishments like universities, academies and high institutes. It highlights the need to rethink its role and mission, identify new approaches and set new priorities for developing full brain potential of productive work force for rebuilding the war impacted country. The objective is to set a strategy for the future curriculum design and propose an Action Plan towards sustainable livelihood by increased modernization, to improve the quality of graduates and to reduce technology dependency to tackle climate change in war affected areas that is imminent, an emergency, and could soon cause a planetary hothouse, or carbon summer. Finally it demonstrates how institute industry interaction using UNISPAR, PRIME MAB & GRIP models of UNESCO & UNIDO are the way forward to help New Libya in building capacities for realizing Rio+20 future we want declaration and WBCSD initiative capable of building an inclusive green economy for all.
