DEFINITION OF PROFESSIONAL COMPETENCE PROFILES AS A KEY INSTRUMENT IN TRAINING PROGRAMS FOR EMPLOYMENT: EXPERIENCE IN A PUBLIC ADMINISTRATION

Abstract:
In recent years, it has become necessary to adapt professional profiles and jobs in different Administrations to the changes derived from digital transformation and new organizational forms.

In the present work, both quantitative and qualitative methodology for the elaboration of professional competence profiles is combined in the Field of the Judicial Offices, from the catalogue of competences in the General State Administration (AGE).

The phases followed involved the analysis of the current situation, collecting information through interviews and secondary sources on the mission, vision and values, as well as the contents of the jobs addressed. Subsequently, drafts of the competence and behaviour profiles were prepared based on the AGE catalogue. These profiles were improved with information from different focus groups carried out with experts on the jobs, which made it easier to prepare and apply a competence questionnaire that allowed knowing the importance of each behaviour in the jobs performed.

The sample was made up of 51 experts who participated in the focus groups and 351 job occupants who completed the competence questionnaire.

The data analysis allowed ordering the most relevant competences as well as the associated behaviours, and preparing the competence catalogue for the different jobs analyzed.

The development of professional profiles that reflect the current demands of the jobs that take into account the changes taking place in organizations in the short, medium and long term makes it easier to carry out individual training needs detection processes and effective and efficient designing of training itineraries for employment.
